Cut pork tenderloin into big chunks and place into an instant pot or large pot with a lid. Add salt, water, garlic, bay leaves, and whole guajillo chilis. Cook on high pressure for 45 minutes. Carefully release pressure once timer goes off and remove pork into a dish. Shred with 2 forks and add some of the cooking liquid to the meat. Discard the aromatics, but you can save the broth.For stovetop, add more water to almost cover the pork, bring to a boil then simmer for about an hour, or until the pork is tender.
Tomato Sauce
Peel and slice a white onion in half, then cut into thin slices. Set aside in a medium bowl.
Add rinsed whole Roma tomatoes to a pot and fill with water. Bring to a boil and simmer until tomatoes are soft. About 5 minutes. Use a slotted spoon and transfer tomatoes to a blender. Add salt and blend until a smooth sauce forms. If sauce is too thick add a little bit of water. Pour blended tomatoes over the sliced onions, stir to combine and set aside. Rinse blender for spicy salsa.
Spicy Salsa
Remove stems from chili de arbol. You can shake out some of the seeds as well. Rinse peppers and place in a pot of water. Bring to a boil and simmer for about 5 minutes until peppers have softened.
Use a slotted spoon and add pepper to blender along with ¼ cup of the cooking liquid and salt. Blend until desired consistency is reached.
Assembling the Torta Ahogada
Slice baguette into about 4 inch pieces and toast until outside is slightly crispy.
Spread a layer of re-fried beans on each side of bread, add a generous layer of shredded pork and some spicy salsa.
Put halves together and ladle the tomato and onion salsa on top until well saturated. Serve immediately.
